It's relatively simple to implement all types of scrolling in Figma, and you don't need any 3rd party plugins to do it.

First of all you're going to create the wireframe of your mobile app.

After that you're going to create the group of layers that will be overflowing horizontally. 

Once they're done you'll have to group all the overflowing layers, and also frame selection.

Then position your overflowing group into the wireframe (make sure it's actually added into it, not just on top of it).

A really important step: the width needs to be adjusted so that it's the same or smaller width than the wireframe of the app.
