To use any plugin in Figma just go to plugins -> find more plugins. It will pop up a window where you'll be able to search for community made plugins. Search for UI Faces and run it.
First, you'll have to select the source of the stock images. There's a list of open source royalty free images and there's also a list of real people images which might be copyrighted.
After that you'll have to select your age interval and then the gender of your avatar. Finally you can pick a hair color.
Once you're done you have to select the shape you want your avatar to be masked into. If you don't have one you can create it using the geometrical shapes tools, or if you want something more complex you can use the pen tool.
If your layer is selected you can click the Apply Avatars and wait a few seconds. Your avatar should be visible. If you don't like the one generated you can click the button again to get a new image and you can do it as many times as you want.
