Balsamiq is designed to be a low fidelity prototyping tool while Figma was created to be a one-tool for everything. It does low fidelity and high fidelity design better and faster.
This is going to be subjective, but in my opinion Figma is definitely better and the tool I would recommend if you're looking to get started with UI/UX or design in general.

Balsamiq is really a tool for wireframing and creating low fidelity prototypes while Figma covers all the aspects of web design while being a freemium product.
In my opinion Figma is way better than Balsamiq and since it's free, you really have nothing to lose by giving it a try.
